I don't if nintendo cares at all, but, this barrier for 3rd party in their console was what made the ps1 so atractive for 3rd party studios, and don't come saying that because they don't make good games. Look at Xbox x GC multiplataform, they performed much better in the Xbox 1 than in GC.

What made PS1 attractive was it's ease of development and super low royalty rates, not a lack of 1st party competition.  The best selling PS1 game is 1st party even (GT).

And yes, 3rd parties get out of Wii exactly what they put in.  Wii also has a 3rd party 7 million seller already.

I don't think it's a good idea to call a game with Mario in the name a 3rd party...
