I'd put other factors above userbase for this decline :
- Japan market in much worse condition that when FFXII launched
- Consoles are in decline
- Final Fantasy is in decline
- NSMBWii and Wii itself
- Worldwide economic crisis
- Soriku's all-consuming-rage-beam that destroyed half Tokyo due to Tales of Graces underperforming
