This kind of thing is pretty common on PC. It's likely due to how complex the games are becoming to make.

 At least for PC, I think more would probably have to be because the programmers have to make their game for such a broad scale of computer hardware. Not to mention all the other programs that are competing for resources and such on a user's hardware. 


Likely in some cases but there are still a lot of bugs in some games that have nothing to do with the hardware.  For example I recently played Neverwinter Nights 2 and Neverwinter Nights 2: Mask of the Betrayer and they were both filled with bugs like scripts not triggering, etc.
