Do you mean NPC's wander about, but you can't talk to them?

Yes :( You can pick them up and throw them around but you can't talk to them... I'm only about 30 minutes into the game so its way too short to be judging it (seems pretty solid) but that is annoying because I like to talk to everybody and explore a vast, vast overworld.

 

Ouch, that's a bummer. People say the game is like Zelda, but at least in Zelda you can talk to NPC's...
