As with most/all polls, its a matter as of OPINION, not fact. What you think =/= fact, so therefore, yes Japan should be considered for this gen.
And IMO, I do think Japan makes some of the best games.
Also, no one country makes THE best games. The best games of this gen are from countries all over the world, not concentrated all in one single country.
