If you really think about it you will see it isn't really misleading at all.
Modern Warfare 2 won best shooter for the 360.
Killzone 2 beat out Modern Warfare 2 for best shooter on the PS3.
So in reality Killzone 2 is best shooter of 2009 according to IGN, unless of course if Killzone 2 was on the 360 MW2 would have somehow overcome it and/or somehow MW2 on 360 is leaps and bounds above the PS3 version.
So yeah, I personally do not find it misleading in the least.
