Sales on original Xbox: Halo 2 > Halo
Then Halo 3 > Halo 2
I think it is very very likely that Reach will outsell Halo 3 because this is a new storyline. For the first time in 8 years someone who has never played a Halo game can play one without having to worry about missing out on the previous story of the first iterations.
Not to mention from the looks of it, this Halo will appeal to a lot more than just the normal Halo crowd. To this day I still have friends getting 360's and buying and playing Halo for the first time. If Halo 3's legs are any measure, I'd say Halo: Reach will be the biggest opening and top selling Halo yet.
