Sorta but not really. Not that many retailers in US actually take pre-orders. Gamestop obviously but I've never placed a preorder at Walmart or Target or BB which have huge # of sales. In general, they guess how much they'll sell. The name of the game is low inventory though so chances are they choose a number which they can sell out within a week or 3.
And really, lets be honest, anyone who will rush out to buy a game on the 1st release day will still buy it 5 days later if it was sold out (christmas gifting nonwithstanding).
