Really, why? Legs are usually a product of being much better than expected, having a viral element, or reaching a new market. (Edit: Or a by-product of a console doing well for some other reason)
Will FFXIII have anything like that? It's hard for games that are hyped as the second coming to have anything other than a frontloaded sales pattern, and this is Japan we're talking about.
If it makes 2 million in Japan, it will be done very quickly. The only possiblity for this is that retailers are being extremely conservative because they've had a very bad year, the preorders are high, after all.
