Miyamoto was obviously kidding in his response and the real reason is simply based on the story itself.

but they could have used wario or waluigi, or dasy, or birdo, or any other character that doesn't really fit the game. I mean come on, why isn't Samus in Mario kart?? It's because Nintendo is lazy.

And how about Luigi? Hasn't he always just been a green colored Mario. It wasn't even till much later that they changed his look.

So, using IGN logic, this proves that Nintendo is the laziest company in the world. I bet Miyamoto is in Hawaii right now, laying on a beach, thinking of other corners to cut so he can take more vacations!
