It's true that there's a higher ceiling on the HD systems, but the games are not forced to use this to their advantage. I mean, have you played Tales of Vesperia? The game's style (cel-shading) makes it far easier on the art, as opposed to most western games which focus on realism (requiring detailed textures).
We can't just take the average development costs of the consoles and apply it to these particular games. To take an extreme example, do you think Disgaea on the PS3 would have cost 2.5x more than Disgaea on the Wii?
Also, on your other post you forgot to mention the 360 version, which sold over 190k. Porting the game does cost money, but certainly not 190k of sales worth.
