Its because of the install base difference (not as high now, but it was huge in April 2008) especially in America. There's nothing more to it then that.
And considering how big the difference was its amazing the difference is only 1.5 million or so. The 360 could have easily doulbed the PS3's sales of GTA4 I thought.
