Because if it was used for all of the moves it would just be an annoying waggle fest. Using it to accent attacks I think was a far better use, than having to shake you hand non stop for thirty minutes at a time. By punctuating your attacks it puts the physical emphasis on the most spectacular parts. Suda did it better than anyone else has.
I think it will be less engaging on the PS3, but I'm still going to get it, just to support the series, see it in HD, and get some trophies. Travis Touchdown is my favorite new character that this generation has produced. January is going to be an awesome month for action games with both Bayonetta and No Mores Heroes 2 coming out.
