I think we probably understand it wrong.

We are thinking about the quality of the game when he said that.

He probably meant the effort they put in it.

Is a bit like the EA situation.  We will make a Dead space game for Wii;...then find out it is an on rail game;...Game can be good still Wii fans felt like EA didn't put much effort in it.

Rails was a bad design choice. It didn't magically mean the polygons, textures, effects, and AI were easy.
