Bloodhound gang - Hooray for boobies (released in England in '99, but '00 in the USA, so it counts)

System of a down - Toxicity (amazing album)
Placebo - Sleeping with ghosts

The white stripes - Elephant

Damn, Californication by Red hot chili peppers was released in '99. I'm sure that there are dozens that I'm still missing. Looking back though, it's not been a great decade for music; I mean if I made a list of the best 70's albums, half of those wouldn't even make it.
