People can't exactly accuse him of asking where the change is any more because slowly it's happening. I think he will also make things more efficient domestically once the recession is in the past, which isn't hard to do after Bush.
His major tarnish is the promises he hasn't kept about the war on terror. He said he wanted to withdraw soldiers out of Iraq and Afghanistan, but that hasn't happened. He also said he wanted to close Guantanamo bay, he announced it on his first day; But he has back peddled since then.

This is just a report card so I do not want to get into a debate over anything since it is pretty much a subjective issue. With that said Obama was actually for putting more troops into Afghanistan not pulling them out. Unless, of course, he has publicly changed his stance since the campaign, which as far as I know he has not.

Obama wanted to end the war in Afghanistan quickly.
Obama's stance whilst running was to begin with withdrawing troops from Iraq and make significant progress with Afghanistan, with the aim being to end the conflict soon.
The war in Afghanistan was stuck in neutral under Bush, it wasn't leading to a victory. Whilst he was campaigning, Obama made out that he wasn't happy being stuck in neutral, and wanted to make significant progress so the USA could withdraw from Afghanistan sooner. Essentially win the war so you can pull troops out.
Has he done this? No. The war is still stuck in neutral, all he has done is make empty promises and the war is still somewhat of a stalemate.

This pretty much outlines the plan which I was aware of, and I'm not sure he is accomplishing this at all. A few weeks ago he even rejected a plan to send more troops into Afghanistan with a clear aim to end the war quickly.
