It will only go down if the graphics don't get better. The main reason for why HD consoles are expensive to develop for is because asset creation takes quite a long time.

It's not so much about engines as it is about assets. If you have to create characters with 10 times the amount of polygons for a nice looking next-gen game compared to a great looking current-gen game, then the hours needed to create that game will go up severly, and with it, costs.
