True, look at what Atlus did, they keep supporting the PS2 well into this generation so as to buy themselve time to see which console would be the most popular and the best suited for them. NIS tried to play fortune teller or just plain believed that the PS3 would be the winner and decided to waste considerable amount of ressource on it when they should have made Disgaea 3 for the PS2 and wait to see how all these new system faired. The PS2 had a much bigger userbase, they know their fanbase had it and at the time it was selling considerably more software. It's not like it needed the extra power either.
