Square Enix themselves expect 10 million worldwide.  Wada said it'll seell less in Japan than usual, but more in the west thanks to being multiplatform.

I just can see the western market being too keen on the character design, the ultra narrow linear levels, the abrubtive battle introductions and so forth. It was easier back in the FF 7 days with the muddy graphics and hardware enduced gameplay restraints making the cultural barriers less obvious.

90% of shooters and half of the wRPGs (Dragon Age) are made of the same ultra-narrow linear paths and that doesnt seem to be the problem to western gamers. Battles in XIII take 0 seconds to load so I dont see how this could be a problem. As for the character designs: just take a look at the cast of already mentioned Dragon Age, jRPG character designs may seem weird but they are still much better than characters in most of wRPGs.
