There's a lot more space when you use a blu ray, so of course that can and will translate to higher resolution textures, and better graphics - if you use it. The amount of ram on the PS3 doesn't matter when you continuously stream it in off the disk. 3rd partys will almost never use the space though when working on a multiplatform game, because of additional costs, and console parity.
