Blu-Ray provides room for a LOT more custom texturing, so if you have sprawling environments, and *know* that you've got 50GB of disc space, you can make stuff look pretty cool and unique.
Per-frame quality... no, Blu-Ray won't help you there. Unique environments and level variety? Yep, helps a ton... if you're a Blu-Ray exclusive.
