Yes designing even one character takes time:
- General art design
- 3D model design
- Gameplay design
- Dialogue and voice acting
- Character theme and cut scenes specific to that character
- Q&A and quality testing of this specific character
Also adding more characters would mean that the difficulty curve would have to be altered for all the other characters as Punch-Out!! is already a pretty tough game and just adding harder and harder characters would mean the majority of players would never see the added characters anyway.
