They said that they want this to be the next GTA. 2.5 is too low. This game will get GTA level marketing. It has the potential to be huge.

What they want it to be and what it will become are 2 different things.  It may have a decent amount of marketing, but it doesnt have GTA in the name, so that is one big strike against it.

making another "GTA" type brand name + franchise is very hard, may be close to impossible

The same dev in history apart from nintendo has NEVER made 2 breakout franchises HUGE franchises....never
