Music does not need any sort of melody to be music, it also doesn't need any rhythm to be music. Hip Hop has MUCH more emphasis on rhythm than melody (both vocal rhythm and the rhythm of the beat) but most hip hop songs do have melody....
This song has plenty of melody but is much more reliant on rhythm.. it also has a bunch of Sonic references.
