That's a misconception, albeit due to developers not being open about development until recently. You can't take assets and scale them down. Not even Modern Warfare did that. They had to be built from the ground up.
So it would cost a bit, but still can sell well as long as they market it (which neither Okami, nor CTYD had).
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
