My thoughts exactly.
London would be a brilliant city to base GTA. They already released GTA: London 1969, and actually that period in London's history would be a really good era for GTA, especially with the Kray brothers and other gangsters of the day. Alternatively they could set it a bit later and have a bit more variety in the environments of the city. Drug culture in Camden, gangs in Hackney, obviously Chinatown, the funny gay characters in Soho, swanky rich city boys in covent garden... the list goes on. Everything about London suggests it'd be a good city for a GTA game.
