Seems excessive. Nearly 50% of current PS360 owners would need to buy it before they'd need a second shipment (I assume there won't be a ton of retail copies for PC).
For reference, World at War is between 600k and a million for both platforms. CoD4 is at 600k-1 million on PS3, 1 million+ on 360 both of which reached those levels in June/July 2009.
