P.S. Also, on a completely different note, I've achieved the coveted "Crime is totally unkown" status, and I did it without draconian measures. (Civil Rights are Excellent and Law & Order spending is 11%.)
P.P.S. Apparently my representative on the NationStates world just dodged a bullet ... literally. Counter-assassination isn't the Washu way; no, carpet bombing sounds like more appropriate retribution, at least until we research dimensional cannons.
