Borderlands was announced in 2007. If anything, Red Steel 2 is copying Borderlands, but I doubt the two copied each other in any way really.

I will watch what is Borderlands.But there is a Red Steel 1 since a while.

Anyway I said I don't know Borderlands so I can't say...
