This is an old segment from some kind of humor show. They purport having a talkshow called Boomerang or something like this and these people are telling about their disabilities. The dude supposedly got his vocal chords nicked when they removed his tonsils (how that would have happened I cannot fathom though... 
).
They host loses it when they're talking about sex and the guy ("Valair") says something like; "when it comes to sex its not just the physical part but also the sweet-talk".
