Why would they base any decision on Japan, that's where KH sells the least?

Actually it sells the least in others (Europe).  It still sells a very sizeable amount in Japan, not as much as NA though.

No KH SKU has even broken a million in Japan before.  KH1 was a million seller in Europe though, and KH2 hit 700k (which is about what it did in Japan).

The general point still stand though, when 75% of KH's sales come from outside Japan, why base any platform decisions on that region first?
