This is because once a console has reached a large user base a single title wont really do much to boost hardware sales. Particularly a sequel to a title already released on the console. At this point software releases on the 360 and soon the PS3 will have little impact other than maintaining sales. If MS or Sony stopped releasing big titles for the consoles then sales would drop.
I contend (as well as others) that when GT5 releases sometime in 2010 (end of March Japan) that due to the PS3 having already had GT5P and having sold 32+ million consoles that although GT5 software sales will be great the hardware boost will be just be OK and will only last a couple of weeks.
Its libraries that sell systems not a single game.
