No, don't. Because he got it wrong. It's the other way around. With a stronger yen the amount in Dollars increases, and appears higher than it would have been otherwise.

Ah crap, that's right. Well, that means this argument is even weirder, because that number is bound to be inflated than compared to western development standards.
