I just watched a video of Kill.Switch and the only thing resembling Gears is the aspect of cover itself. Gears has added many new elements such as sliding into cover, blind firing, swat turning, climbing over cover, shoulder firing while aiming under cover. Every game has a previous game you can find a similarity with, but that doesn't mean the new game is copying aspects. Gears is the game to which all cover aspect games will be compared and I guarantee every game will fall short of the perfect cover system in Gears.
