Nice question. Usually "quality" is referring to metacritic score.

So, we let a few dozen elites decide what is quality rather than the masses? That doesn't seem right to me.

Anyway, assuming that console making companies can also be considered publishers... I would say that, while you and I may not like their games, Nintendo deserves the award. They have made more games, that more consumers want, than either of the other two competitors. I think the sales numbers can speak for that. Quality is only one aspect of a game...and it does not dictate the consumer wanting the game.
