I realized it might be a good idea to check the Capcom boards.

According to Sven, it's mainly "an attempt at a consolidation of development pipelines and tools". He gives no further information, but aside from a warning not to read too much into it, he gives no further info.
So the only thing I will read into this is that they are working on this and will announce more when there is more to announce.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
