Very hard choice between SNES and PS1, both had solid JRPG lineups, but unfortunately there can only be one.
PS1 gets my vote because as much as I love Super Mario RPG, Final Fantasy IV, Final Fantasy VI and Chrono Trigger, my PS1 gave me Vagrant Story, SaGa Frontier, Star Ocean 2, Xenogears, Final Fantasy VII, Final Fantasy VIII, the wonderful Final Fantasy IX, Grandia and the original RPG Maker.
I loved RPG Maker. 
I wish they would release a new one.
