I'll take his word for it, though it really seemed like a game calling for a tighter, specialized engine instead of a general-purpose one. Unless he's talking of the framework used for code and asset development and not specifically of the game engine per se (a-la Crystal Tools from SE), but then we're bordering to hair-splitting.
As for RE5, I don't buy it as well. If there's something that the Wii has well over the GC it's CPU cycles. I very much doubt that all the extra CPU power was not enough to grant Sheva a little more brains than Ashley.
