I know wikipedia isn't exactly a great source, but it says that a decade is something like Jan 1st 1990 to Dec 31st 1999. A century is something like Jan 1st 2001 to Dec 31st 2100, and a millennium is something like Jan 1st 2001 to Dec 31st 3000.
Just as a side note. I don't think it matters too much; though I tend to see a decade as 1990-1999 so that I can call it the '90s. 
OT: It would certainly be interesting. We've got some good top 10 lists, and I enjoyed that top 100 list a little while back.
