Celebi is one of my absolute favorite pokemon. =(

It's Serebii's Celebi from Diamond/Pearl/Platinum. It's the 10th Anniversary one he got (he lives in the UK, and yes, the UK got Celebi too). If you search the HeartGold/SoulSilver section, you can even see on the Celebi's status page (on Serebii's in-game screenshots) with the English named, "Celebi."

Student, it's because the Safari Zone for D/P/Pt was sort of lacking; it contained Pokemon that were from a mountainous and marshy region like Sinnoh was. Plus we can get multiple Lucario now instead of just breeding Riolu
