Secondly, you should get him a nice story driven FPS adventure. Your two best bets are Bioshock or The Orange Box. I personally like Bioshock a bit better, but the Orange Box has a ridiculous amount of content. It's five games in one. If you don't mind you could get him both since they're easy to get for $20 each.
Lastly, get him Modern Warfare 2. Without knowing him but reading what his tastes in games are, I think he would enjoy this game a lot.
If you were planning on buying three full priced games, this would allow you to get him more for less money. You could walk out spending about $140 for all four of the suggestions I made.

Well that makes it even more awesome to get him some older games. The ones I've suggested haven't aged a bit. They're considered to be near classics by most people, and the main game in The Orange Box, Half-Life 2 is considered by very many to be the greatest FPS ever.
Here's what I would suggest and you can pick what you want from here:
Halo 3 and Halo 3:ODST to go along with it.
Bioshock
The Orange Box
Modern Warfare 2
Left 4 Dead or Left 4 Dead 2
I think this set of games will give him a bit of everything he might want, and I'm sure he'll love most to all of them.
