In hindsight what could have Nintendo done to stem piracy on Wii?

I know a few people with modded wiis running games from a usb hard drive or from the sd card... Even with the latest system 4.2 update everything works after a workaround was released by the homebrew community.

I guess having custom media and not having usb or sd ports would have helped curb piracy.
