yer but look at it from this angle. that tiny percentage is all core gamers as casuals would not even be aware of piracy.
not to mention some of the asian countires who would just sell pirated software and chipped consoles. I bet some of those people wouldnt know the difference between legit and pirated because of how common it is there.
