second hand games are a way for the market to say what the price of a game should be
the manufacturer still have control over the total amount it circulation except when it can be pirated and suddenly there is an infinite amount
if the manufacture didn't want to make a game that could be sold second hand they can make it digitally only and so there is no second hand market although usually much fewer sales since you can't lend those out either
