Portugal is tiny.... a small group of friends with Wiis who bought the game because one of them got it could affect the total pretty easily.... back when I first checked the smaller regions a few weeks after Wiiware was introduced they usually didn't have the full list of games (at the time there were only about 19 Wiiware games, so even UK couldn't have a top 20, but Portugal and Greece often only had 11 or 12 games because there were zero downloads for the missing ones.
