That is what I think it is boiling down to.
The thing is that they don't really do anything to you for driving without a license. I can only speak for what happens in California, but all they really do is charge you up the ass for it.
In that sense, I think the parents should let him drive if he is willing to risk having those charges. Part of becoming an adult is making big decisions like that for yourself, and it seems like the parents are holding him back from doing this.
