In the other thread when we discussed whether it would be I said I don't consider a game a system seller without a huge bump. 25% can be attributed to increased advertising and bundling not the game itself driving sales forward. Of course the game will have encouraged some people to buy a console but in my opinion a system seller should be at least a 50% bump and ideally close to 100% week 1. I believe MW2 has the potential to bump both HD consoles by 50% week 1.
So nope I dont consider U2 isn't a system seller just because MW2 will be bigger. I guess by all your definitions ODST, Forza 3, Halo Wars, SFIV, etc, etc were system sellers which I personally believe is garbage as the title should be reserved for special games each generation that really drive game sales. So far the only titles that get that honour are COD4, Halo 3, Wii Sports, Wii Fit, MGS4 imo.
