Is PS2 overtracked in Japan?

I am curious about our numbers for PS2 in Japan. They seem to be heavily overtracked if you compare it with numbers from the saletrackers in Japan. Media Create and Famitsu both have it at around 21,6- 21,7 million lifetime. VG Chartz has it at almost 23 million lifetime. That´s 1,3- 1,4 in difference between our numbers and the japanse trackers. Usually VG chartz numbers are similar to that of the trackers but the PS2 numbers are a big exception. Anybody know the reasons for this? Here are info about sales from GAF:

A report issued by Famitsu publishers and all-round industry analyst types Enterbrain has given us the lifetime sales figures for the current generation of Japanese consoles.

Below are Famitsu according to Kotaku. The total figures are:

Numbers are dated October 2008 and PS2 was at 21,45k back then. PS2 has sold 281k according to us since that date so add that to the Famitsu numbers and you have a total at around 21,7 million.
