That guy is going to be bankrupt for the rest of his life now, it's sad, but he had it coming for being so foolish.
First of it's illegal to make money from a crime and defrauding the emergency services is classed as a pretty big crime. So all the money he has made from the press publicising the crime is going to be taken away from him, and then he going to be hit with a pretty big fine on top of that.
He shouldn't have been so foolish to be honest, he knew the risks and did it anyway.
