Who would be the worst mod?

Oh, I highly support this idea! You get my vote for a good mod! ^_^

As for who would be bad, well... I'd have to take a lot of factors into account. How well does the community get along with them? Do they have a neutral and fair view? This list goes on, but since I'm not in a position to make a decision, I don't really pay attention too well to it. Though there is this one ioi person that might be a problem... :P

For me personally, I know what my itch would be: I'd want to ban everyone who praises Metacritic as the end-all be-all of a game's quality. Unfortunately, I'd have to tie it to a rules violation...
